Bengaluru: GBA set to finalise new Common Cadre rules by December-end

The Greater Bengaluru Authority is preparing a comprehensive Common Cadre and Recruitment framework to streamline staffing, promotions, and service conditions across the five newly formed city corporations.

The Greater Bengaluru Authority (GBA) is working on a new Common Cadre and Recruitment (C&R) framework that will govern staffing, promotions, transfers and service conditions across the city’s restructured civic system. The rules, currently being drafted, are expected to be ready by the end of December, according to officials aware of the process.

Bengaluru’s earlier civic body, the Bruhat Bengaluru Mahanagara Palike (BBMP), had struggled for years with acute staff shortages. With the BBMP now reorganised into five separate corporations, North, South, East, West and Central, under the GBA, the need for a unified recruitment and service structure has become even more critical.

As part of the new system, employees from the former BBMP have already been distributed among the five corporations. Each commissioner has been asked to submit detailed requirements, including staff numbers and educational or technical qualifications needed in their zones. These inputs will shape the draft C&R rules before they are sent for government approval.

To avoid disparities in promotions, transfers and seniority, the GBA will monitor and manage these components for the first five years, ensuring consistency across all five civic bodies. Under the Greater Bengaluru Act, 2024, appointments for Group A (junior scale) and Group B positions will be made directly by the GBA Chief Commissioner. The commissioners of each corporation will oversee recruitment for Group C and D posts.

The upcoming framework is expected to streamline administrative functioning and strengthen staffing across the expanded civic network, addressing long-standing human resource challenges faced by Bengaluru’s urban governance system.
