Farmers led by Mavallipura Srinivas have rejected the state government’s five-point compensation model for the Peripheral Ring Road project, calling it unjust and illegal.
Tensions are rising over the Peripheral Ring Road (PRR) project, as farmers and landowners from Bengaluru’s outskirts have again strongly opposed the Bangalore Development Authority’s (BDA) proposed five-point compensation formula.
At a press meet held by the PRR Farmers and Landowners Association, several farmers, led by Mavallipura Srinivas, accused the government of pushing an anti-farmer policy without consultation. They demanded that the government cancel the PRR project in its current form, alleging it is being used for real estate and business interests rather than genuine infrastructure development.

Speaking at the meet, Srinivas stated that none of the farmers were consulted before the announcement of the new compensation model. “The government’s so-called solution is nothing short of a death sentence for farmers,” he said, accusing the BDA of violating the 2013 Central Land Acquisition, Rehabilitation and Resettlement Act.
Farmers alleged that thousands of acres are being forcibly taken under the pretext of building a road, while the actual intent is to create a Bengaluru Business Corridor (BBC). “This isn’t a road project, it’s a business plan in disguise,” Srinivas remarked, highlighting that BDA layouts themselves are poorly managed and riddled with corruption.
They further condemned BDA, calling it a “hub of corruption” and declared that no farmer will support the BBC project.
GOVERNMENT’S FIVE-POINT COMPENSATION FORMULA:
1. Cash compensation for landowners
2. 40% share for farmers in developed land
3. Transfer of Development Rights (TDR) option
4. Floor Area Ratio (FAR) benefits
5. Land-sharing model-65% for road construction, 35% for commercial development
Farmers, however, claim that these options heavily favor developers and the BDA while leaving landowners with no practical benefit or livelihood security.
