The ambitious twin tower project at Anand Rao Circle, Bengaluru, is poised to redefine the city’s skyline while consolidating government offices under one roof. However, since its conceptualization in 2020, the project’s budget has escalated by Rs 851 crore, reaching Rs 1,251 crore from the initial Rs 400 crore allocation in the Karnataka state budget under the BJP government.

The surge in costs is attributed to inflation, increased prices of construction materials, and project delays.
After years of stagnation, the project has gained traction with cabinet approval to appoint a transaction adviser and initiate the tender process. The National Building Construction Corporation (NBCC) will oversee construction on the 5.2-acre government-owned site.
The 50-storey towers, South India’s first high-rise government office complex, will feature three basement levels for parking and facilities. Around 60% of the space is earmarked for Karnataka government offices, 35% for central government offices on a 30-year lease, and 5% for commercial use. A skywalk will connect the towers to transport hubs, including Majestic Metro Station and the Kempegowda Bus Stand.
To be built under a Public-Private Partnership (PPP) model, the project aims to enhance operational efficiency and save costs by consolidating scattered offices.
