These specialists will occupy posts of joint secretaries, directors, and deputy secretaries—roles traditionally held by officers from the Indian Administrative Service (IAS), Indian Police Service (IPS), Indian Forest Service (IFoS), and other Group A services. This decision is part of the government's broader strategy to infuse new talent into the bureaucracy, thereby improving the ease of governance and addressing complex issues with expert knowledge.

The inclusion of specialists is expected to bring in-depth subject matter expertise and innovative approaches to policymaking and implementation, aligning with Prime Minister Narendra Modi's vision of a more agile and responsive government. The specialists, selected from diverse backgrounds, will take up their roles in ministries dealing with critical sectors such as finance, infrastructure, technology, and health. Their appointment is seen as a step towards breaking the monopoly of traditional civil services and introducing a merit-based approach to key administrative roles.

The government’s initiative is in line with its ongoing reforms to modernize the bureaucracy, ensuring that India’s governance structure is better equipped to tackle contemporary challenges and drive the country’s development forward.
