In his address, Shivakumar paid tribute to the icons who shaped Bengaluru’s identity, Kempegowda for founding the city, Kengal Hanumanthaiah for constructing Vidhana Soudha, Kuvempu for his literary legacy, and SM Krishna for elevating the city’s global profile. He noted that the government is determined to honour their contributions by advancing Bengaluru's development trajectory.

To ease the city’s growing traffic problems, Shivakumar announced a Rs 1-lakh crore urban infrastructure plan to be rolled out over the next five years. Key elements include double-decker flyovers, a 114-km elevated corridor, and 40 km of tunnel roads. He identified major traffic choke points like KR Puram, Hebbal, Goraguntepalya, and Electronics City, emphasizing the urgency of targeted infrastructure solutions.
The minister also proposed building multi-level parking complexes near court premises and committed Rs 5 crore to the Advocates’ Association to improve legal infrastructure. He further offered land between four to ten acres for new law institutions and pledged support for a solar power plant at the City Civil Court.
The event was also attended by Professor Krishne Gowda, actress Prema, and AAB president Vivek Subba Reddy.
