Karnataka government points to Virat Kohli's appeal, holds RCB accountable for fatal victory parade stampede

The Karnataka government has directly blamed Royal Challengers Bengaluru (RCB) for the tragic stampede that took place during the team's IPL victory parade on June 4 outside the M Chinnaswamy Stadium. The incident resulted in the deaths of 11 people and left many others injured.

In a report submitted to the High Court, the government cited multiple violations by RCB and the event organisers, DNA Entertainment Networks Pvt Ltd. Officials stated that DNA had informed the police about the parade plans on June 3 but failed to obtain formal permission, which is legally required under a standing city order. As a result, the police denied permission for the event.

Despite the denial, the organisers proceeded with the parade. A major trigger, the report said, was a promotional video posted on social media featuring Virat Kohli urging fans to attend the free-entry celebration. This video, shared widely, attracted an unexpectedly large crowd, estimated to be over 3 lakh, vastly exceeding any preparation made by either the organisers or police.

Adding to the confusion, at 3:14 PM on the day of the event, organisers suddenly announced that only those with entry passes would be allowed into the stadium. This abrupt reversal from earlier open-invite messaging created chaos among the crowd and contributed to the deadly stampede.

The report further criticized the lack of coordination between RCB, DNA, and the Karnataka State Cricket Association (KSCA). Poor crowd management, especially at entry gates, led to delays and panic. Even several police officers were injured in the melee.

In the aftermath, the government has launched magisterial and judicial probes, suspended officials including the CM’s political secretary, transferred the state intelligence chief, and filed FIRs. Compensation for victims' families has also been announced.
