The Karnataka High Court has temporarily stayed a ₹4,791-crore tender issued by Bengaluru Solid Waste Management Ltd. (BSWML) for a seven-year city-wide waste management project. The decision, delivered on Friday by Justice M. Nagaprasanna, follows a petition alleging that the tender process violated previous court directions and commitments made by the state government.

The petition, filed by the Bengaluru Mahanagara Swachate Mattu Lorry Malikara Hagoo Gutthigedarara Sangha, argues that the tender announced on May 28, 2025, deviates from conditions stipulated in an earlier court ruling issued on April 22. That ruling had upheld a prior tender while permitting all petitioners to participate in a reissued version, directing the state to complete the new tender process within four months.

However, the petitioner claims the government failed to proceed with the reissued tender as instructed and instead floated an entirely new one, violating the court-sanctioned timeline and an undertaking given by the Advocate General. The court had specifically noted that any disqualified or rejected bidders from the earlier process should not be penalized in the revised tender.

Taking note of the alleged breach, the High Court stayed the May 28 tender and instructed the state to submit an affidavit explaining its actions. The matter is scheduled for further hearing on a later date. The case underscores ongoing tensions surrounding transparency and compliance in Bengaluru's waste management contracts.
