In response to rising concerns of misuse, the government is considering issuing smart cards to beneficiaries of the 'Shakti' scheme. Currently, 5 million women benefit daily from the initiative, which provides free bus travel for female passengers. However, reports have surfaced alleging that tickets meant for women are being used by men, leading to potential abuse of the scheme.

Authorities have received complaints implicating bus operators, who allegedly facilitate this misuse by distributing tickets indiscriminately. To counter this issue, a proposal to introduce smart cards for beneficiaries is under review at the government level.
The Chief Minister and Deputy Chief Minister have been briefed on the estimated cost of issuing smart cards, calculated at ₹17 per card. Discussions will be held to determine whether this expense should be borne by the government or passed on to the passengers. The final decision is expected at an upcoming cabinet meeting, where the logistics and funding for distributing the smart cards will be reviewed.
Officials believe the smart cards could prevent financial leakages and ensure that benefits reach only the intended recipients. If approved, the government aims to implement the smart card system soon, potentially making it a critical step toward curbing misuse and enhancing the transparency of the 'Shakti' scheme.
