Karnataka High Court rejects existing vendor ID cards issued by GBA, directs authorities to issue new cards with clear address and location details within a fixed timeframe.
In a major relief to street vendors, the Karnataka High Court has directed the Greater Bengaluru Authority (GBA) to issue fresh identity cards after finding serious flaws in the cards currently provided to vendors.
The court clearly stated that the existing ID cards issued by GBA cannot be considered valid, as they do not contain proper address details or exact vending locations. Taking note of these deficiencies, the High Court has set a strict deadline for the authority to distribute new and corrected ID cards to all eligible street vendors.
The order came after the president of a street vendors’ association filed a writ petition, challenging the validity of the recently issued cards. The petitioner argued that the absence of accurate address and location information makes the ID cards ineffective and could lead to harassment and eviction of vendors from their vending spots.

Background of the Case
A few days ago, street vendors across the city demanded proper identity cards to secure their right to operate legally. Following this, GBA hurriedly issued ID cards to vendors. However, the cards lacked essential details, including specific vending locations and complete address information.
This led to widespread objections from vendors, who claimed that such incomplete cards would not serve their purpose. As a result, the street vendors’ association approached the High Court, seeking the issuance of fresh and valid ID cards.
After hearing the petition, the court agreed with the concerns raised by the vendors. It observed that without precise location and address details, the ID cards lose their legal value. The High Court then directed GBA to issue new ID cards at the earliest and fixed a clear deadline for compliance.

Speaking to News First, street vendors’ association president Rangaswamy welcomed the court’s decision, calling it a significant victory for thousands of vendors. He said the order would ensure dignity, security, and legal protection for street vendors who depend on daily earnings for survival.
The ruling is expected to bring much-needed clarity and protection to street vendors, ensuring that their rights are safeguarded through properly documented identification.
