Karnataka Budget 2026-27: What are Bengaluru’s expectations?

As the Karnataka Budget 2026-27 is being presented by Chief Minister Siddaramaiah, Bengaluru is expected to receive a major allocation of nearly ₹10,000 crore for development projects. The focus is likely to be on easing the city’s growing traffic crisis and strengthening urban infrastructure.

Key proposals under consideration include metro expansion, development of new double-decker corridors, improvement of public transport systems, and establishment of new IT corridors. The government is also expected to allocate more funds for repairing potholes, road white-topping, and overall road development across the city.

Another major expectation is the announcement of the Cauvery Phase 6 drinking water project, which could further strengthen Bengaluru’s water supply system. Authorities are also likely to emphasise better public transport connectivity to reduce dependence on private vehicles.

With Bengaluru frequently facing flooding during the monsoon, a special package to tackle rain-related disruptions and improve stormwater infrastructure is also anticipated. In addition, the government may prioritise the implementation of the already announced ‘Bhu Guarantee’ scheme.

The health sector in Bengaluru could also receive a special allocation, while the revival and rejuvenation of the city’s lakes may be supported with a dedicated package.

Meanwhile, under the proposed Greater Bengaluru Authority (GBA) framework, five city corporations have already submitted requests seeking separate financial allocations for their development works. The demand details submitted by the corporations are as follows:

    •    East City Corporation: ₹1,685 crore
    •    West City Corporation: ₹1,725 crore
    •    North City Corporation: ₹1,205 crore
    •    South City Corporation: ₹1,675 crore
    •    Central City Corporation: ₹2,047 crore

These proposals were discussed in meetings chaired by Dr. C. Narayanaswamy, Chairman of the 5th State Finance Commission, who held separate consultations with commissioners of all five corporations. During these discussions, the corporations submitted detailed proposals seeking dedicated allocations.

Officials estimate that the combined revenue of the five corporations could reach around ₹5,850 crore, out of which nearly ₹4,500 crore would come through tax collections. Additional revenue is expected from building plan approvals, road-cutting permissions, and advertisement sources.

However, the total expenditure required to manage the five corporations is estimated to be around ₹6,000 crore. This includes salaries, pensions, provident fund payments for officials and staff, and wages for civic workers.

Apart from administrative costs, funds are required for maintaining and developing 1,980 km of arterial and sub-arterial roads, 13,400 km of ward-level roads, and 842 km of stormwater drains (rajakaluves).

The corporations are also responsible for managing 183 lakes, 26 maternity hospitals, 6 referral hospitals, and 144 primary health centres, along with urban forestry initiatives.

Additional civic responsibilities include tree removal operations, maintenance of animal husbandry facilities, sterilisation programmes for street dogs, and running Indira Canteens across the city.
