Lok Sabha passes Waqf (Amendment) Bill amid opposition protests

The Lok Sabha approved the contentious Waqf (Amendment) Bill, 2025, in the early hours of Thursday after an intense 12-hour debate. The ruling NDA defended the legislation as a step toward better governance of Waqf properties, while opposition parties condemned it as discriminatory.

The bill secured passage with 288 votes in favor and 232 against, with all proposed amendments from the opposition rejected through voice votes.

Key reforms in the legislation aim to strengthen Waqf tribunals by introducing a structured selection process and fixed tenures to enhance dispute resolution. Additionally, the mandatory contribution of Waqf institutions to Waqf boards has been reduced from 7% to 5%. Institutions earning over ₹1 lakh annually will now undergo audits conducted by state-appointed auditors.

A centralized digital platform will be introduced to automate Waqf property management, promoting transparency and efficiency. The bill also reinstates pre-2013 regulations, permitting practicing Muslims with at least five years of adherence to dedicate property to the Waqf. A provision ensures that women receive their inheritance before any property is declared as Waqf, with specific protections for widows, divorced women, and orphans.

The bill further mandates that an officer above the collector’s rank investigate government properties claimed as Waqf. Additionally, it introduces provisions to include non-Muslim members in central and state Waqf boards to foster inclusivity.

Despite strong resistance, the bill now moves to the Rajya Sabha for further deliberation.
