In light of rising tensions between India and Pakistan, the Ministry of Home Affairs (MHA) has issued an advisory to all state and union territory chief secretaries, urging them to invoke emergency provisions under the Civil Defence Rules, 1968, for swift procurement of essential supplies.
The communication, sent earlier this week, calls on state administrations to exercise the special powers granted under Rule 9 of the Civil Defence framework. These provisions enable state governments to expedite the acquisition of critical goods and services necessary for civil preparedness during potential emergencies.
The move signals a precautionary measure by the Centre amid heightened geopolitical concerns, aiming to ensure readiness at the ground level. The MHA has emphasized the importance of timely planning and resource mobilization, allowing states to secure supplies without bureaucratic delays should the security situation escalate further.

Officials said the advisory does not imply an imminent threat but is part of standard protocol to maintain administrative readiness. The Civil Defence Rules, enacted in 1968, empower states to respond efficiently during wartime or disaster scenarios, including civil emergencies stemming from external aggression or internal disruptions.
State governments are now expected to assess their preparedness levels and initiate emergency procurement where necessary, reinforcing coordination between civil administration and disaster response mechanisms.
The MHA has asked for compliance reports and updates on preparedness actions in the coming weeks.
