Karnataka’s newly appointed Director General and Inspector General of Police (DG&IGP), MA Saleem, has unveiled a fresh vision for the state police, shifting the focus from an "offender-centric" to a "victim-centric" model of policing. In a letter addressed to the state police force, Saleem outlined a strategy that prioritises justice and rehabilitation for victims while maintaining stringent accountability for offenders.

The directive emphasises a more empathetic and people-oriented approach to law enforcement. Saleem highlighted that achieving justice must go beyond convictions and should include restoring victims’ dignity and rights. He also stressed the need to reinforce internal systems with a strong foundation of integrity, transparency, and professionalism.
Alongside strategic reforms, Saleem underlined the importance of personnel welfare, describing police officers as the department’s greatest asset. To enhance morale and operational efficiency, he recommended initiatives such as regular physical fitness routines, fair leave policies, stress management, and recognition of meritorious service. The department has already implemented several welfare measures, including periodic health check-ups and a structured three-shift duty system.
The letter also laid out key public safety priorities: safeguarding women and children, combating cybercrime and narcotics, tackling organised crime, and improving traffic management. Saleem called for increased public engagement through awareness drives and rehabilitation efforts, especially related to drug abuse.
The top cop urged officers to work collectively in building a secure, peaceful, and inclusive society throughout Karnataka.
