No more OC & CC needed for small plots: Karnataka govt's major relief to homeowners

In a move set to benefit lakhs of small property owners across Karnataka, the Urban Development Department has removed the mandatory requirement of Occupancy Certificates (OC) and Completion Certificates (CC) for residential plots up to 30x40 ft (1,200 sq ft). This exemption is expected to make utility access, especially electricity and water connections easier for those building homes on smaller sites.

The decision comes as a practical response to long-standing challenges faced by individual homeowners. Many were unable to obtain basic amenities due to procedural delays and the strict insistence on documentation, despite a previous Supreme Court ruling that allowed utilities to be granted even in the absence of OC and CC. However, in practice, power supply authorities continued to demand these certificates, leading to avoidable hardships for citizens.

Officials say the earlier system was burdened with bureaucratic red tape and inspection backlogs, particularly hurting small site owners. The latest announcement aims to streamline the process and ensure that home builders on modest plots are not left without essential services due to documentation bottlenecks.
