Sources to NewsFirst Prime reveal that the Karnataka government had officially approved the Royal Challengers Bengaluru (RCB) felicitation event at the eastern steps of the Vidhana Soudha on June 4, but under a set of stringent conditions. The clearance, granted by the Department of Personnel and Administrative Reforms (DPAR) to the Karnataka State Cricket Association (KSCA), came after a formal request and a security nod from the Deputy Commissioner of Police, Vidhana Soudha Security.

As per the approval letter, organisers were required to pay a Rs 10,000 sanitation fee and, if tents or temporary structures were erected, a refundable security deposit of Rs 15 lakh. The deposit would only be returned if there were no damages or violations.

The organisers were held fully responsible for any damage to public property including steps, gardens, statues, or roads. Plastic use was banned, and only paper or glass items were permitted. Additionally, food was allowed only in designated areas, with no gas cylinders on-site and all cooking mandated off-site.

Drone usage was strictly prohibited due to the location being a no-fly zone. The organisers were directed to coordinate closely with police, BBMP, fire, and health departments. Any installation of electrical or structural items required prior approval from Public Works Department engineers.
