In a strong appeal to uphold the integrity of India’s most prestigious civil service examination, social activist Vijay Kumbhar has submitted a formal complaint to the President of India, the Prime Minister and the Chairman of the Union Public Service Commission (UPSC), highlighting serious irregularities and procedural violations in the conduct of the UPSC Civil Service Preliminary Examination 2025.

The complaint identifies key issues including unsealed question papers at exam centres, which Kumbhar calls a grave breach of exam security. He further notes that candidates were not provided with carbon copies of their OMR sheets, preventing them from verifying their answers or raising objections post-exam.

Another significant concern raised is the non-publication of the official answer key and cut-off marks, a violation of transparency norms. Additionally, Kumbhar preferences credible media reports alleging paper leaks and manipulation of results, supported by unusual roll number clustering among successful candidates.
The difficulty level of the CSAT paper, originally introduced as a basic qualifying test is also under scrutiny. Kumbhar argues that its increasing complexity unfairly disadvantages candidates from non-technical and regional backgrounds.
Other concerns include the absence of CCTV surveillance in several centres, arbitrary dropping of questions without explanation, lack of access to evaluated answer sheets and interview transcripts, and alleged misuse of EWS and disability certificates.
The activist has requested the following key actions:
- A judicial inquiry into UPSC Prelims 2025 covering paper leak allegations and suspicious result patterns.
- Immediate release of answer keys, cut-off marks, and OMR sheets.
- Reform of the CSAT paper to restore its intended purpose and promote inclusivity.
- Mandatory provision of OMR carbon copies to all candidates in future exams.
- Greater transparency in Mains and Interviews, including access to evaluated scripts and interview transcripts.
- An independent audit of the scaling and evaluation system by reputed bodies like ISI or IIMs.
