Union Minister of State for Rural Development and Communications, Chandrasekhar Pemmasani, has called on states to expedite the integration of Aadhaar numbers with land ownership documents under the Digital India Land Records Modernization Programme (DILRMP). This initiative aims to enhance transparency, reduce impersonation, and enable targeted delivery of schemes like PM-KISAN, Agristack, and crop insurance.

Speaking at a national workshop on land survey and resurvey, Pemmasani emphasized that accurate and updated land records are foundational to India's development goals, including infrastructure growth, smart cities, and sustainable agriculture. He noted that land is a key asset for over 90% of Indians, yet outdated and inaccurate records contribute significantly to legal disputes, with more than 66% of civil court cases related to land and property issues.
Highlighting that only 4% of villages have undergone modern surveys so far, the Minister stressed the need for a centrally coordinated, technology-driven approach. The new plan leverages drones, AI, GIS tools, and high-precision equipment at a fraction of traditional costs. The first phase targets 3 lakh sq. km of rural land with an outlay of ₹3,000 crore over two years.
The government is also implementing NAKSHA, an initiative for digitizing urban land records, with over 150 Urban Local Bodies included. Efforts are underway to make registration and land case management systems fully digital and accessible, promoting accountability and faster dispute resolution.
