The Supreme Court has mandated that electricity supply companies in Karnataka, including BESCOM, must provide power connections only to buildings possessing valid completion or occupancy certificates. This ruling aims to curb unauthorized constructions and ensure compliance with approved building plans.

Following the directive, the Karnataka Electricity Regulatory Commission (KERC) has instructed all power distribution companies—including those in Mangalore, Hubli, Chamundeshwari, and Gulbarga—to adhere strictly to the order.
A similar stance was taken earlier by the Bruhat Bengaluru Mahanagara Palike (BBMP). On January 9, BBMP’s Chief Commissioner directed BESCOM and BWSSB not to provide electricity, water, or sewerage connections to buildings lacking occupancy certificates.
The Supreme Court ruling outlines clear measures for compliance. Builders can hand over possession only after securing valid certification. Approved plans must be displayed at construction sites, and authorities are required to conduct periodic inspections before granting completion certificates. Any violations discovered later will result in legal action against builders, property owners, or certifying officials.
Meanwhile, BWSSB has been penalizing buildings without occupancy certificates since 2016, imposing a 50% surcharge on water bills. BBMP officials have also begun issuing notices to property owners failing to comply. These measures are expected to streamline urban development and reinforce legal building norms in Karnataka.
