Albania appoints world’s first AI minister ‘Diella’ to fight corruption

In a bold move, Albania has made history by introducing Diella, an AI-powered digital minister, to oversee public finances and curb corruption in government tenders.

In a groundbreaking leap for digital governance, Albania has become the first country in the world to appoint an artificial intelligence-powered minister to its cabinet. Prime Minister Edi Rama has announced the inclusion of Diella, a virtual AI-based minister, in his new council of ministers.

Diella , meaning “sun” in Albanian, will be responsible for monitoring government finances, with a sharp focus on ensuring that all public tenders are free of corruption. The move comes after decades of corruption challenges in the Balkan nation, particularly since the fall of communism in 1990.

The AI minister’s primary task will be to bring complete transparency to government contracts. “From now on, every tender will be 100% corruption-free,” Rama said during the cabinet announcement, framing the appointment as a historic moment for Albania’s governance model.

Diella is not entirely new to the public. A few months ago, she was introduced as a virtual assistant on the e-Albania government platform, dressed in traditional Albanian folk attire, helping citizens access government services online. Following the successful trial, the government has elevated Diella to a ministerial role.

However, the move has sparked debate among legal experts, who question the constitutional validity of appointing a non-human minister to a formal government position. They argue that Diella’s official status may require legal clarification.

Despite these concerns, the government sees the appointment as a milestone in its fight against corruption and a step toward a fully digitized administration. With the ruling Socialist Party securing 83 out of 140 seats in the recent parliamentary elections, the leadership is expected to push ahead with its ambitious digital governance agenda.
