In a significant step toward enhancing the employability of talented individuals, the Union Public Service Commission (UPSC) has introduced Pratibha Setu, a rebranded initiative previously known as the Public Disclosure Scheme. This programme aims to bridge the gap between highly qualified candidates, who cleared all stages of UPSC exams but missed the final merit list and potential employers in both the public and private sectors.

More than 10,000 candidates from various UPSC-conducted examinations are currently included in this initiative. These exams include the Civil Services Examination (CSE), Engineering Services (IES), Indian Forest Service (IFoS), Combined Medical Services, Central Armed Police Forces (CAPF), Combined Geo-Scientist, Indian Economic and Statistical Services (IES/ISS), and others. Although these aspirants did not make the final cut, they successfully passed rigorous written tests and interviews, proving their high calibre.
Through Pratibha Setu, employers can register on a dedicated portal. Upon verification, they are provided login credentials to access a secure databank that includes essential details of the participating candidates, such as academic qualifications, areas of expertise, and contact information. This system allows organizations to directly engage with and hire these competent individuals.
The renaming of the scheme as Pratibha Setu (which translates to “Talent Bridge”) underscores UPSC’s intent to give these near-merit candidates a meaningful second chance and acknowledge their potential. The commission emphasizes that many of these individuals are on par with the finally recommended candidates, making them strong contenders for various roles.
