BBMP forms committee to draft pet licensing bylaws

In response to previous setbacks and criticisms surrounding pet licensing endeavours, the Bruhat Bengaluru Mahanagara Palike (BBMP) has initiated the formation of a committee aimed at drafting updated bylaws.
The objective is to streamline the process of issuing licenses to pet owners, pet-related establishments, and breeding centers, in accordance with the provisions outlined in the BBMP Act of 2020.
The BBMP emphasized the necessity of establishing these bylaws, as stipulated by the BBMP Act 2020, to regulate the licensing of domestic animals effectively. To spearhead this initiative, a five-member committee has been convened, comprising representatives from the BBMP, the state animal husbandry department, the urban district administration, a distinguished professor from a veterinary college, and a representative from a pet vaccination center.

The committee’s primary task is to formulate a comprehensive report, outlining the proposed amendments to the existing bylaws, which will subsequently be submitted to the BBMP for review. Upon approval, the report will be forwarded to the government for further endorsement and eventual notification.
The previous draft classified certain breeds, including German Shepherds, Rottweilers, Dobermans, and Hounds, as “ferocious,” consequently restricting them from being kept in flats. However, this classification lacks legal backing, and recent developments, such as the interim stay issued by the high court against the Union government’s notification banning specific breeds deemed ferocious and dangerous, underscore the evolving nature of such regulations.
