Deputy Chief Minister D K Shivakumar announces large-scale e-Khata distribution campaign in Bengaluru, with doorstep delivery, faster approvals, and time-bound b-Khata to a-Khata conversions.
In a major step towards digitising property records and simplifying services for citizens, the Karnataka government has announced that over 10 lakh e-Khata certificates will be distributed across Bengaluru in April. The announcement was made by Deputy Chief Minister D K Shivakumar on February 25 through a post on X.

According to Shivakumar, a special distribution drive will be conducted on the third Sunday of April, during which e-Khata certificates will be issued directly to property owners in a streamlined and citizen-friendly manner. He stated that more than 10 lakh properties in Bengaluru have already been covered under the e-Khata process, marking a major milestone in the city’s property digitisation programme.
Alongside the e-Khata rollout, the conversion of b-Khata properties to a-Khata has also begun. So far, around 7,000 applications have been received for conversion, and revenue officials are currently conducting field inspections and geo-tagging properties. These inspections are being carried out to verify whether the properties abut government roads, a mandatory requirement for conversion. Shivakumar acknowledged that this verification process has caused some delays, while addressing reporters at the Greater Bengaluru Authority (GBA) office on February 21.

Earlier, the Deputy Chief Minister had announced that GBA has already approved 60,000 b-Khata to a-Khata conversions, out of more than 1.2 lakh applications received. He also introduced a time-bound approval system to ensure that khata conversions are completed within 15 days.
Further strengthening the system, Shivakumar said that e-Khata certificates are now being delivered directly to citizens’ doorsteps, reducing the need for repeated visits to government offices. At present, over 15,000 conversion applications are under active processing.
“With doorstep delivery, faster approvals, and time-bound conversions, the entire system is being redesigned to save citizens time, money, and unnecessary office visits,” Shivakumar said, emphasising the government’s commitment to transparent, efficient, and citizen-centric governance.
