BSWML awards ₹1,714‑cr contract to Chaitra Civil Ventures for 2,250 TPD C&D waste, raising monopoly concerns as firm also holds ₹1,052‑cr earlier deal

Bangalore Solid Waste Management Ltd (BSWML) has awarded a ₹1,714‑crore contract to Chaitra Civil Ventures LLP for handling 2,250 tonnes per day of construction and demolition (C&D) waste across Bengaluru. The agreement, structured under a single‑operator model, covers collection, transport, and processing over a 15‑year period.

Under the deal, the operator will receive a tipping fee of about ₹967 per tonne, with a guaranteed 5% annual escalation. However, questions remain over what charges debris generators themselves will face. Critics warn that entrusting the entire chain of operations to one private firm could create monopoly risks and even inflate reported waste volumes.

The Urban Development Department formalized the appointment on December 29, 2025, under a design‑build‑finance‑operate‑transfer (DBFOT) framework. The concessionaire is required to invest in new processing plants and deploy vehicles for the project.

Three facilities, each with a capacity of 750 tonnes per day, are planned on government land at Venkatapura (Dasanapura), Mylasandra (Begur taluk), and Marenahalli (Yelahanka). The project has been divided into three packages of roughly ₹571.6 crore each, but all were awarded to the same firm, further intensifying monopoly concerns.

This is not the company’s first major contract with BSWML. Chaitra Civil Ventures previously secured a ₹1,052‑crore deal to manage 1,750 tonnes of C&D waste at existing plants in Kannur and Chikkajala, also for 15 years. Taken together, BSWML’s commitments to the firm amount to ₹2,766 crore, or about ₹184 crore annually.
