Officials to visit homes, digitise records, convert B-khatas, and boost tax compliance as ₹1.4 lakh crore infrastructure push gets underway
Deputy Chief Minister D.K. Shivakumar on Monday announced the launch of a special e-khata drive across the Greater Bengaluru Authority (GBA) limits, under which officials will visit property owners at their homes to issue digital khatas. The initiative aims to fully digitise property records, prevent tax evasion, and simplify ownership documentation.
Addressing the media, Shivakumar said the government has already digitised property documents for 25 lakh properties across Bengaluru. So far, e-khatas have been issued to 9.5 lakh property owners under the GBA. With the new drive, officials will personally visit property owners in all five Bengaluru corporations to complete the process. The doorstep service will later be extended to other cities across Karnataka.
As part of the reform, the government has also begun converting B-khata properties, which are considered semi-legal, into fully legal A-khatas. Shivakumar said GBA has received 7,000 applications for khata conversion. Currently, conversion is limited to land parcels and not buildings. Before approving any conversion, officials will conduct physical verification by visiting each property.

The Deputy CM also said many property owners hold only sale deeds and do not possess khatas. Such owners are now eligible to apply. The government has received 1.2 lakh applications from these owners. After verification, khatas have already been issued to 60,000 applicants, while 15,000 applications are under processing. However, 45,000 applications were rejected and are now being audited.
To strengthen revenue collection, the government introduced a one-time settlement (OTS) scheme for property tax defaulters. This scheme benefited over 2.6 lakh property owners and helped GBA collect ₹1,200 crore in pending dues. Additionally, more than 12,000 online building plan approvals have been granted under the ‘Nambike Nakshe’ scheme.
On infrastructure development, Shivakumar said the state government plans to invest over ₹1.4 lakh crore in Bengaluru over the next three to four years. The spending will focus on roads, double-decker flyovers, tunnel roads and water supply expansion. Of this, ₹45,000 crore has been earmarked for tunnel road projects, including north-south and east-west corridors. Administrative approval has already been granted for the north-south tunnel corridor, estimated at ₹17,780 crore, with funding secured through a HUDCO loan.
