GBA polls: Karnataka issues reservation rules for five city corporations

The Karnataka government has issued reservation guidelines for elections to five city corporations under the GBA. Based on the 2011 Census, the rules cap SC, ST and OBC quota at 50%, with 50% overall reservation for women.

Ahead of elections in five municipal corporations under the GBA, the Karnataka government has released detailed guidelines on caste- and gender-based reservation, setting clear limits and procedures for ward allocation.

The Karnataka government has taken a key step towards conducting elections in five municipal corporations under the Greater Bengaluru Authority (GBA) by issuing detailed guidelines for fixing ward-wise reservation.

The Urban Development Department has released these instructions to streamline the reservation process before the civic polls. A committee headed by the Additional Chief Secretary for Urban Development has been tasked with implementing the guidelines and finalising the reservation matrix.

According to the government order, reservation must be determined using population data from the 2011 Census. The caste composition and population spread across all wards under the five city corporations must be taken into account while fixing quotas for Scheduled Castes (SC), Scheduled Tribes (ST), Other Backward Classes (OBC), and other communities.

Out of a total of 369 wards across the five corporations, one-third of the wards must be reserved for OBC communities. However, the combined reservation for SCs, STs and OBCs should not exceed 50 per cent. If the total crosses this limit at any stage, the excess reservation must be reduced proportionately from the concerned category.

The guidelines also place strong emphasis on gender representation. Of the seats reserved for Scheduled Castes and Scheduled Tribes, 50 per cent must be allotted to women. In addition, half of the unreserved (general) wards are also to be earmarked for women candidates.

Overall, the government has directed that 50 per cent of all wards in the upcoming municipal elections must be reserved for women, making gender equity a mandatory component of the reservation framework.

These guidelines are expected to provide clarity and uniformity in the reservation process and help accelerate preparations for long-pending civic elections in the GBA jurisdiction.
