Silk Board-KR Puram ORR revamp gets green signal; ₹450 crore project split into two packages

The Karnataka government has cleared a major redevelopment project for the 17-km Outer Ring Road stretch from Silk Board to KR Puram, aiming to ease congestion and upgrade infrastructure in one of Bengaluru’s busiest IT corridors.

The Karnataka government has approved a ₹450-crore proposal to comprehensively redevelop a 17-kilometre stretch of the Outer Ring Road (ORR) between Silk Board Junction and the KR Puram metro station in Bengaluru. The decision is expected to bring large-scale upgrades to one of the city’s most traffic-heavy corridors that connects key IT hubs and metro stations.

According to official documents, the project cost will be shared between multiple agencies. The state government will fund 50% of the expenditure, while the remaining amount will be borne jointly by the Bengaluru East City Municipal Corporation and the Bengaluru South City Municipal Corporation.

A recent government order (GO) states that the project has been divided into two execution packages. Package 1 covers the 5.44-km stretch from Silk Board to Iblur Junction, with an estimated cost of ₹143 crore. Package 2 spans the longer 11.57-km Iblur Junction to KR Puram section, budgeted at ₹307 crore.

The redevelopment goes beyond routine road resurfacing. A dedicated bus priority lane will be created along the corridor, though officials clarified that continuous bollards will not be installed. Instead, segregation will be achieved through a mix of digital fencing, strategically placed bollards and clear road markings.

Planned works also include reconstruction of footpaths, development of cycle lanes, white-topping at junctions, installation of vertical gratings to address flooding in low-lying areas, overhead gantries and signage, advanced traffic-management systems, utility ducts and overall beautification. Roads connected to the ORR will also be upgraded as part of the project.

The proposal was vetted and cleared by a technical expert committee, which recommended the use of stamped concrete layers, cold plastic paint and glass grid technology. Implementation will be handled by Bengaluru Smart Infrastructure Ltd (B-SMILE SPV). A senior B-SMILE official said tenders are likely to be floated in the first week of the new year.

Officials added that members of the Outer Ring Road Companies Association (ORRCA) will be involved during execution to ensure better quality. However, concerns have been raised as large sections of ORR service roads were recently asphalted by municipal bodies, creating the risk of duplication. The project scope does not include development of spaces beneath flyovers.
