The central government has introduced new passport regulations effective October 1, 2023, focusing on security, privacy, and streamlined identification. The revised rules mandate stricter documentation and digital integration to modernize the passport issuance process.

One of the key changes is the compulsory requirement of a birth certificate for individuals born on or after the implementation date. This document, issued by authorized government bodies, will serve as the sole proof of date of birth. However, those born before this date can continue using alternative documents such as a school leaving certificate, PAN card, or driving licence.
In a bid to enhance privacy, residential addresses will no longer be printed on the last page of passports. Instead, a barcode embedded in the document will allow immigration authorities to access this information digitally.
The government has also introduced a colour-coded passport system to differentiate categories of holders. White passports will be issued to government officials, red to diplomats, and blue will remain standard for ordinary citizens.
Additionally, the revised rules eliminate the need to print parents' names on passports, providing greater privacy, particularly for individuals from single-parent or separated families.
To improve accessibility and efficiency, the number of Passport Seva Kendras is set to rise from 442 to 600 within five years. This expansion aligns with the government’s efforts to modernize passport services, ensuring a smoother application and verification process for Indian citizens.
