During the 202-27 Budget presentation, the Chief Minister introduced a new development framework built on eleven key pillars aimed at strengthening welfare, governance, trade, sustainability and inclusive economic progress across Karnataka.
Presenting the Karnataka Budget for 2026-27, Chief Minister Siddaramaiah announced a new development framework called the “11G Model Economy.” The model is designed to guide Karnataka’s future growth by focusing on multiple areas of welfare, governance, sustainability and economic expansion.
The Chief Minister explained that the 11G Economic Model aims to build a strong, balanced and sustainable economic structure that reflects Karnataka’s unique development priorities. The framework brings together welfare programmes, governance reforms and economic growth strategies under one integrated vision.
A key pillar of the model is the Guarantee Economy, which focuses on welfare-based governance. This approach aims to strengthen social security systems while also promoting gender equality and inclusive welfare measures across the state.
Another important component is Good Public Education, which focuses on strengthening government-run education institutions. The goal is to ensure quality education is accessible to all sections of society so that development remains inclusive and long-term.
Healthcare is another major focus area under the Good Health to All pillar. The government plans to work towards improving public health systems and building a healthier population across Karnataka through better healthcare services and access.
The model also highlights the importance of strengthening the Grassroots Economy. This pillar focuses on agriculture, rural development and welfare schemes that support people at the village level and strengthen rural livelihoods.
In addition, the Good Governance pillar aims to create a citizen-friendly administrative system that ensures transparency, accountability and efficient delivery of government services.
Recognising the changing nature of employment, the government has also included the Gig Economy as a key focus area. The model proposes welfare measures and support systems for gig and platform-based workers who form an increasingly large part of the workforce.
Another major objective is Geographical Equality, which focuses on reducing regional imbalances within the state by ensuring that development benefits reach all regions equally.

The framework also emphasises economic expansion through the Global Trade Economy pillar, which seeks to encourage trade, strengthen industries and expand Karnataka’s presence in global markets.
Tourism-driven growth is addressed under the Globe-Trotting Economy, which focuses on promoting tourism as an important contributor to the state’s economic development.
Environmental sustainability is included through the Green Economy pillar. This component aims to promote renewable energy, eco-friendly policies and sustainable development practices across sectors.
Finally, the Growing Urban Economy pillar focuses on strengthening urban-centred growth while ensuring that cities expand in a sustainable and planned manner.
