State officers must submit detailed reports of previous foreign trips before any future travel proposals are considered
The Karnataka government has imposed a blanket restriction on all official foreign travel by state officers until the end of 2025 or until further notice. The move comes after it was discovered that numerous officers failed to submit mandatory ‘study reports’ following earlier official foreign trips.

According to a circular dated September 23 issued by the Department of Personnel and Administrative Reforms, any future proposals for foreign travel will only be considered if officers have submitted detailed reports from their previous visits. The directive applies to all state officers who undertook official foreign trips between August 2024 and July 2025.
The circular, approved by the Chief Minister and signed by T Mahantesh, Under Secretary to the Government, states that these reports must include observations, learnings, recommendations, and details of how takeaways from previous trips were implemented. Officers who fail to submit these reports will not be considered for any future official travel abroad.

The government noted that despite earlier instructions, several officers had neglected to submit these essential reports, prompting the strict travel ban. The order will remain in force until further notice, marking a significant step toward administrative discipline in the state.
