Under the guarantee government, the School Education Department has proposed rule changes to extend promotion opportunities to primary and graduate teachers, including those teaching Classes 6 to 8.

The Karnataka School Education Department has initiated steps to revise promotion rules, paving the way for long-awaited career progression for thousands of teachers. The move comes under the guarantee government and is being seen as a major relief for both primary school and graduate teachers.

According to the proposed changes, teachers handling Classes 1 to 5 as well as Classes 6 to 8 will become eligible for promotions if the new rules are implemented. This marks a major shift from the existing framework, under which teachers teaching Classes 6 to 8 were largely excluded from promotion benefits.

Under the old rules, promotion opportunities were limited, and teachers teaching Classes 6 to 8 had no clear path for career advancement. The Education Department has now acknowledged this gap and moved to amend the regulations to ensure equal growth opportunities across teaching levels.

As per the draft proposal, a minimum of 12 years of service has been made mandatory for teachers seeking promotion. This condition will apply uniformly to eligible primary and graduate teachers once the revised rules come into force.

If implemented, the revised rules will benefit:

•    Primary school teachers teaching Classes 1 to 5
•    Graduate teachers teaching Classes 6 to 8

The proposal is expected to open promotion avenues for a large section of teachers who have remained in the same cadre for years due to restrictive norms.

The Education Department has invited objections and suggestions on the proposed amendments. Teachers and stakeholders have been given a 15-day window to submit their objections before the rules are finalised.
