Nagamohan Das commission submits its report on SC internal reservation to Karnataka Government

The long-awaited report on sub-categorisation of Scheduled Castes has been handed over to the state, paving the way for possible reforms in jobs and education.

The report recommending internal reservation among Scheduled Castes (SCs) in Karnataka was officially submitted to the state government today. Headed by retired High Court judge Justice H N Nagamohan Das, the single-member commission presented the findings at Vidhana Soudha after months of comprehensive research and data collection.

The commission was constituted following the Supreme Court’s 2023 verdict allowing sub-categorisation of SCs to ensure equitable access to education and government jobs. Justice Das and his team conducted extensive field studies to understand the socio-economic disparities among SC sub-groups and assess their representation in state services.

This report comes at a crucial time, as government recruitments and promotions under SC quota have been on hold pending clarity on internal reservation. The findings are expected to provide a framework for fair distribution of reservation benefits among historically underrepresented SC communities.

Leaders from left-hand and right-hand SC communities had recently pressed for urgent action on this issue, underscoring existing imbalances in job allocations and educational access. With the report now in government hands, implementation is expected within the next 20 days, subject to cabinet approval.'

Sources suggest that the report includes specific data, sub-group analysis, and a proposed quota structure. The submission has triggered state-wide curiosity, especially among aspirants awaiting job notifications and promotion orders.

The Karnataka government will now study the report’s recommendations before deciding on a roadmap for execution. If implemented promptly, the move could unlock thousands of stalled recruitment and promotion cases and address long-standing demands for justice within the SC community.
