The Central Board of Secondary Education (CBSE) will implement open-book exams for Class 9 in select subjects, promoting critical thinking and reducing rote learning from the next academic year.
In a major shift toward competency-based education, the Central Board of Secondary Education (CBSE) has approved the introduction of Open-Book Assessments (OBAs) for Class 9 students starting the 2026-27 academic year. This decision, endorsed by the board’s Governing Body on June 25, aligns with the National Education Policy (NEP) 2020 and the National Curriculum Framework (NCF) 2023, aiming to foster analytical skills and reduce reliance on memorisation.

Under the new framework, OBAs will be integrated into the three term assessments for key subjects including Language, Mathematics, Science, and Social Science. Unlike traditional exams, students will be permitted to consult approved textbooks and resources during tests, shifting focus to understanding, problem-solving, and practical application of knowledge.
The initiative follows a pilot phase conducted across selected schools where students in Classes 9 and 10 undertook trials in English, Mathematics, and Science. While initial results showed varying performance levels and challenges in navigating reference materials, educators expressed optimism about its potential to enhance critical thinking and conceptual clarity.
To facilitate a smooth transition, CBSE plans to release detailed guidelines and sample papers for open-book testing. Initially, adoption will be flexible, allowing schools to opt in based on readiness.
This move is reminiscent of the earlier Open Text-Based Assessment (OTBA) introduced between 2014 and 2017, which was discontinued due to mixed feedback. However, the renewed focus underlines a broader educational reform towards skill-based learning and exam stress reduction.
