After months of scrutiny and verification, the Kogilu Layout rehabilitation process has entered its final phase, with authorities narrowing down beneficiaries to a small group of eligible local residents.
The long-pending Kogilu Layout housing allocation issue has finally reached a crucial climax, with the government completing most of the verification process to identify genuine beneficiaries. Officials indicate that only 20 to 25 families are likely to receive houses in the first phase, even though more than 250 applications were submitted.
The issue dates back to the demolition of 167 houses, which the government had classified as illegal encroachments. At the time, authorities assured rehabilitation on humanitarian grounds, stating that local residents and original inhabitants would be provided alternative housing. This assurance triggered a flood of applications, including from people loosely connected to the area.
For the past 15 days, officials have been carrying out an intensive scrutiny process to determine who qualifies as a local resident, who is an original inhabitant, and who holds valid documents. Several applicants were eliminated at different stages after failing to meet eligibility criteria.

According to sources, around 20-25 applicants have now been shortlisted. These individuals reportedly received phone calls from GBA officials, confirming that their documents were in order. Officials are said to have collected OTP confirmations as part of digital verification. Some applicants also received text messages stating that their applications were accepted, field inspections completed, and files forwarded to the taluk office for the next stage.

Officials have reportedly contacted residents from Fakir Layout (4 families) and Waseem Layout (6 families) during this process. In addition, background checks were conducted on the shortlisted candidates, residence verification certificates were applied for, and officials reportedly visited homes to photograph families standing outside their houses as proof of occupancy.
These steps strongly indicate that housing allotment is almost certain for those shortlisted. Meanwhile, several people who had migrated from other states and were residing in Kogilu Layout have already vacated the area. Applicants without proper documents are also gradually relocating elsewhere.

Despite criticism, public debate and resistance, the government appears to be moving ahead with the rehabilitation plan. However, a major question remains unanswered, whether housing will be limited to just 25 families, or if more beneficiaries will be accommodated in later phases.
