BBMP tightens rules to curb unauthorized constructions in Bengaluru

BBMP has introduced strict guidelines to curb unauthorized constructions in Bengaluru. Builders must submit completion and occupancy certificates before sale; illegal buildings risk utility disconnection and penalties for officials failing to act.

In a bid to crack down on illegal buildings, the BBMP enforces stricter approval processes, regular inspections, and disconnection of utilities for violators.

The Bruhat Bengaluru Mahanagara Palike (BBMP) has rolled out stringent measures to curb the growing menace of unauthorised constructions in the city. As per the new rules, builders and property owners must now submit both completion and occupancy certificates before transferring flats or properties to buyers. Layout approvals will only be granted once these documents are in place.

The move comes amid rising instances of illegal buildings circumventing official permissions, causing significant financial losses to the civic body. Although BBMP has identified thousands of such structures, it has faced criticism for the lack of substantial demolition action.

To tighten enforcement, city planners and sub-divisional engineers will conduct inspections every two months to ensure compliance with approved plans. Any violations will be reported for higher-level action.

In line with a Supreme Court directive, the BBMP will also terminate water and electricity connections to buildings that deviate from approved layouts. The Bangalore Electricity Supply Company (BESCOM) and the Bangalore Water Supply and Sewerage Board (BWSSB) have been instructed to disconnect services to such properties.

Officials who fail to act against illegal constructions will be held accountable under Section 252 of the BBMP Act-2020 and the Karnataka Civil Service (Conduct) Rules.
