BDA floats global tender for Bengaluru’s Revised Master Plan 2041

After scrapping the controversial RMP-2031, BDA has initiated work on RMP-2041 with drone surveys, global expertise, and a promise of data-driven, people-centric planning.

The Bangalore Development Authority (BDA) has officially floated a global tender to prepare Bengaluru’s Revised Master Plan 2041 (RMP-2041), setting the stage for a transformative vision of the city’s future. The plan comes in the wake of the shelved RMP-2031, which had faced severe criticism for its poor scientific base, lack of stakeholder engagement, and failure to keep pace with Bengaluru’s rapid, unplanned growth.

Bidders have until September 30 to submit proposals. As groundwork, BDA is already conducting a cutting-edge 3D drone survey covering 1,240 sqkm, including 800 sqkm under BBMP and 440 sqkm under BDA’s jurisdiction. The survey will produce base maps, land use maps, digital elevation models, and high-resolution ortho images—critical tools for informed city planning.

Unlike previous plans, RMP-2041 will prioritize transit-oriented development (TOD), aiming to create walkable, mixed-use hubs around public transport corridors. This approach seeks to reduce car dependency, tackle Bengaluru’s notorious congestion, and enhance liveability. “We need detailed assessments of land—from agriculture and housing to commercial and green spaces. RMP-2041 will be comprehensive and transparent,” said L. Shashikumar, BDA’s town planning member.

The master plan process will unfold in multiple stages—preparation, public consultations, draft publication, and revisions based on citizen feedback—before its final rollout by mid-2026. Officials stress that transparency, inclusivity, and global expertise will be central to this ambitious blueprint for India’s tech capital.
