Bengaluru police ban crackers, drugs, outdoor screenings for New Year; mandate CCTV, frisking, PSARA‑verified bouncers, and strict legal action for violations
Bengaluru police have announced a comprehensive set of rules for New Year’s Eve programmes across the city, placing strong emphasis on public safety and law enforcement. The measures, which include a complete ban on firecrackers and narcotics, are aimed at ensuring secure celebrations at hotels, pubs, clubs, bars, restaurants, and other venues.
Authorities confirmed that all pub owners have submitted written undertakings pledging compliance with the guidelines. Organisers are required to secure mandatory permissions in advance and adhere to prescribed timings. Use of loudspeakers has been made conditional on prior approval, with sound levels restricted under the Noise Pollution (Regulation and Control) Rules, 2000.
To prevent overcrowding, tickets and passes must be issued strictly in line with the sanctioned capacity of each venue. Events are prohibited in basements, parking lots, and terraces. LED screens and loudspeaker systems visible to the public outside premises have also been banned, with live screenings permitted only indoors.

Security arrangements form a major part of the directives. Organisers must conduct frisking of visitors, install CCTV cameras at key points, and ensure adequate fire safety measures. CCTV footage is to be preserved for at least 30 days, and wherever possible, road‑facing cameras should be linked to the police command centre.
Event organisers have been instructed to provide advance details of celebrities, performers, DJs, and artists to jurisdictional police stations. Security staff and bouncers must be hired exclusively through PSARA‑registered agencies, with organisers submitting identity proofs and police verification of personnel.
Police have warned that violations of these rules or involvement in illegal activities will invite strict legal action against organisers and property owners. Instructions issued by local police during the events must be followed without exception.
Venues are required to display ‘No Smoking / No Drugs’ boards prominently, with authorities cautioning that consumption, sale, or storage of narcotics will lead to prosecution. Parking on public roads has been banned, and organisers must provide adequate parking facilities within their premises along with clear entry and exit routes for guests.
With these measures, Bengaluru police aim to ensure that New Year festivities remain safe, orderly, and free from disruptive or unlawful activities.
