Karnataka to roll out digital signature system for hassle-free property registrations

A new Karnataka Bill introduces a digital signature-based software system to automate property registrations for government-allotted sites and speed up loan clearance processes.

The Karnataka government has approved a significant reform in property registration, introducing a digital signature certificate-based software system aimed at eliminating bureaucratic hurdles and cutting down on corruption.

Under the new system, property registrations for sites sanctioned by government agencies, such as the Bangalore Development Authority (BDA), Karnataka Industrial Areas Development Board (KIADB), and the Housing Board, will be completed without the physical presence of the parties involved. Once the title deeds are uploaded through official channels, the sub-registrar’s signature will be generated automatically, removing the need for further manual verification.

Revenue Minister Krishna Byre Gowda explained that the move targets recurring disputes where multiple claimants have emerged for the same sanctioned property. By digitising and automating the process, the government aims to ensure greater accuracy, transparency, and speed in handling registrations.

The new law will also address delays in clearing loan entries from the record of rights, tenancy, and crops (RTC) certificates. Currently, farmers often face long waits, and sometimes demands for bribes, before debt details are removed after repaying loans. With the new system, once a no-objection certificate is issued by a bank, loan clearance will be updated digitally without requiring the farmer’s in-person visit.

Officials say the reform not only promises to reduce human interference in sensitive processes but also paves the way for a more accountable and technology-driven property and land management system in the state.
